For a badge you have to "answer 15 of the "Activate" Stage".

Go to your profile, Urban, and click on the PM expertise tab. Scroll down until you get to Activate Project. It should indicate how many questions you have successfully answered so far against that topic.
If you want to know more about Activate Project, click on the diagonal arrow in the upper right corner of the topic. It will take you to a description of the process, with link to associated steps and artifacts. Saving Changes...
One thing I notice about this is that Project management site keeps changing that PM expertise tab. I can't find the "activate project" or even "end project" I had them there before, but they keep re-wording them. Is there a reason for this? Saving Changes...

Click on Add Expertise at the top of the PM expertise tab. Go select Activate Project in the expertise tree window, then add a comment under Because I... and click Update. It should then appear in your list of PM expertise. Saving Changes...
