Management ratios

My company is working a proposal with a rather difficult DoD customer. The customer is applying some very broad and general estimating tools to validate our proposal. One of the areas he continues to focus on is manager to engineer/developer ratios. He insists that the "correct" and expected ratio is better than 1:7. Our project is simulation/IT/network related and involves a great deal of specialized tailoring to our commercial product. Can someone provide a link or resource that offers templates or models for staffing ratios? TIA
