Sometimes I see people holding their boss' wallet or and do other things just to get a promotion. So what do you think about things like that?

I used to think working hard and well would ensure a promotion, but it doesn’t. Getting promoted usually depends on one or more people thinking well enough of you to support your promotion. If your goal is to be promoted and you have a boss who likes controlling others, then being your boss’ puppy sounds like the only way to get promoted. If your boss is particularly petty then s/he will likely resent you if you don’t grovel, which in the worst case could lead to you being fired.

Getting a promotion through your boss is only one path that can be considered. But there are other paths where your competency in completing assigned responsibilities, professional approach to work, and the quality of project management skills can be influential in securing a promotion.

Particularly in the project domain, there are many more participants than just your boss that observe your contributions. So consider the influence you make with your peers, other managers on the project team, stakeholders, contractors, and consultants. It is not unusual that a path to promotion comes through another project, another project manager,a contractor or a consultant.

In my experience a promotion to higher responsibilities and salary followed a path through another role on the project team, another program of projects, or through a parallel organizational silo, which had a role in the project.

Promotions are not something that the immediate boss or reporting manager will have in his pocket and just gives it. He/She has to give proper reasons as to why he/she is giving a promotion with clear and valid data points. Same is other way. If someone is not getting promoted, there need to be valid points. And it is not that only the boss knows what we are doing because work in most companies is done by interactions with other teams, clients and not in silos.
However, it is better to plan. Talk to your boss and tell him/her your expectations and what is his/her expectations. Connect every quarter to see if you are in right direction, deviated from your plan or going in wrong direction. Upgrade your skills and keep moving. In my experience, this has helped.

That is quite a choice of wording ....

Our goals are to extend and grow our career as much as possible. That means different things in different organizations and under different leadership. Regardless, one's ideals and integrity should remain intact. Good, hard work will be noticed - one's reputation will increase, building a network. At the end of day, sometimes it is just necessary to look for outside opportunities.
