Does anyone have recommendations for good but not prohibitively expensive Project Management Dashboard type tools or add-ins for Excel / MS Project. I work for a small business and we are interested in putting in place PM Methodology and looking for a tool we can afford and use.

The first question to answer is what are you trying to measure. Until you are clear on that tools are premature. If you are a small company where cost is an issue I would initially spend my time and energy on developing a consistent approach to measurement (Red means the same on every project) and then start tracking what you think is important to you - date / effort / cost / features / risks / issues / etc.
Once you have done that then look for where the information is lacking and identify the cause - lack of accurate data, lack of visibility etc. Only then would I consider a tool if the tool clearly helps address the gap.
I have done true PMO value add reporting (as opposed to just multi-project dashboards) and have never used anything more complex than the VBA toolpack add in for Excel. Saving Changes...
