My employer has Developers and PM's from an out tasking vendor company. Employer has also directly hired PM's to oversee project management functions which overlap with vendor managed projects. Usually a supplier will have its own PM if they provide managed work, such as providing a deliverable. In such cases, the supplier PM should be reporting to a customer PM.
Sometimes a customer will also outsource the customer PM job. If that is the case, it is recommended that it be filled from a company not already a project supplier.
