Suggestions about PM functions between Vendor and Employee PM

My employer has Developers and PM's from an out tasking vendor company. Employer has also directly hired PM's to oversee project management functions which overlap with vendor managed projects. Any recommendations on the process areas or function areas which vendor PM can manage Vs direct employee PM?. Anyone has any experience in coming up with any guidelines around this area.

Usually a supplier will have its own PM if they provide managed work, such as providing a deliverable. In such cases, the supplier PM should be reporting to a customer PM.

Sometimes a customer will also outsource the customer PM job. If that is the case, it is recommended that it be filled from a company not already a project supplier. The customer PM has to represent the customer, first and foremast. You don't want her to be in a conflict of interest with project suppliers.
