Is it crucial that a project manager know how to develop a business plan?

You don't technically need to know how to develop a business plan to be a Project Manager. You only need to understand the deliverables and goals described in the business plan so you can execute a project to produce them.

To add to Eric's feedback, the PM needs to fully understand the key assumptions, constraints, and objectives of the plan so that if changes in the project impact any of those, the PM can raise the flag in a timely manner.

I recall a similar question a few weeks ago. A PM does not necessarily need to know how to develop a business plan, but they need to know what it is for and how it will be used. Saving Changes...

I somehow agree with the above but it also depends on the organization. For big companies, yes, you might need only to know what it is for and what it includes but in many cases, when you work for smaller firms, you might be asked as a PM to develop the business plan.
