EPC Contractor issue drawings or document to client for review/approval with holds by marking a cloud in the document because of deficiency of information/data from internal dicipline or external party like vendors. Normally, they use a Holds Register to monitor the status of the holds and expedite and clear.
Can you suggest which part of the PMBOK Guide cover the holds management?

This could be inside the Configuration Management environment and process which is critical to support all related to changes in the project and all information related to all the other project process used. The key area is "Direct and Manage Project Work" that you will find inside 4-Project Integration Management.

Just remember that configuration management starts when your work product has been approved for inclusion in the project baseline.

You may need something else to handle work product revisions prior to first approval.
