what are Gates for non-development programs

I want to establish milestone events for service type program.

Regardless of the deliverables of a project, you should be able to identify some key milestones along the journey.

If it's a service that will be delivered, one approach might be:

1. Service definition
2. Service design
3. Service development
4. Service implementation

Gates are not usually the same as milestones. Gates are project decision points to see if the organization is willing to invest into the next part of the project.

If you are interested in gates, you might want to consider the following points:

1. business case
2. project planned
3. proof of concept
4. project execution
5. transfer to operations

I think it is clear by now - to answer you we need to know what is the question. Are you interested in milestones, or stage gates, or something else?
