In my experience Change Requests in themselves are not so difficult to manage its balancing competing priorities and managing user expectations that is the trick. The applicatioin environmnent should not have any impact of the method. Its not about the technology but about the organization, its temperment and attitude towards instant or delayed gratification. You might look at ITIL's standards on service level management or maybe these links might be helpful.
