I would like to align my mind-set regarding this topic. It is mentioned in the practice standard of configuration management that sometimes the configuration management would be part of the Project Management Plan, but didn't mention where else should it be.
Can it be considered one of the Organizational process assets or not?

That is project configuration management. Configuration Management is a topic to be implemented at enterprise wide scope. Project confirguration management is a subset.

Sergio is absolutely correct. You will have to do configuration management on all configuration items, whether product item or project item. Either product or project configuration items could be an existing or a new organizational process asset.

As an example, I worked on a very small project to update a product implementation project charter template. That project had both product and project configuration items that were also organizational process assets.
