Can Someone Help to Offer Better Explanation the Logic & Reasoning about the Flow of WPR (Work Performance Report) in PBMOK Guide?

To solicit my understanding,

Question A. How the WPR (output of Monitor & Control Direct Project Work) being used as Input to the following processes:

1. PICC, Control Risk & Control Procurement of Monitoring & Controlling Process Group
2. Manage Project Team & Manage Communication in Executing Process Group

Question B. What is the reason that PBMOK guide only specify those processes as above are more relevant to receive WPR as Input? Why not other processes that may also require this Report for decision making, action & creating awareness?

Question C. What is actually happening in between the transformation of Work Performance Data to Work Performance Report? Which process take charge of this transformation?

They are 8 processes under Executing Process Group & 11 processes under Monitoring & Controlling Process Group.

Work Performance Data are all measurements and details gathered through the execution process group. This data is analyzed and aggregated in the M&C process group and provided to stakeholders as work performance reports to take actions/ decisons.
