How would you find a non-Western PM resource?

Let's say you're a PMO Director and you wanted to outsource one or more PM positions to overseas contractors. Is there a site commonly used to find resources located in places like the Ukraine, for example?

Some likely portals catering to these requirements EMEA geography ( i.e.Often India ) are

www,monsterindia.com
www.iimjobs.com
www.headhonchos.com
www.indeed.com

there are many ,probably you have to register as recruiter not sure.

in fact myself looking for suitable opportunity overseas

You can try connecting to recruiters instead. They should have some experience providing contractors for a North American market.

I might suggest leveraging LinkedIn as a means of narrowing down candidates in a particular region. You might need to be a premium member to do such searches...

Please forgive my curiosity. Why would the US Census Bureau want to find non-Western workers for any position? Doesn't that create additional data security issues?

Eric there is some job-board, for expats. Never used them. A few friend did.
