Did you review the plan with key functional managers before it was approved to confirm resource commitments? If the plan hasn't been approved yet, then you need to adjust it prior to submitting it for review and approval to take into account the constraints you are provided.
If you are past the approval of the plan and functional managers had committed resources at the levels and timing required, then this is a variance which you can address either by influencing those managers to live up to their commitments OR to submit a change request reflecting an increase in timeline, decrease in scope or some other set of impacts which will result from a resource shortfall.
