Are there any good template or methodology used for partnership evaluation?

I worked as a EPC manager of a $1B construction project, there a numbers of sub-contractors, both locally and internationally, involving the engineering, procurement managment and construction. Are there any good approach used for assessing the performance of the contractors? I want to try to evaluate them using a common and unified process. So what kind of tools shall I used or does anyone have good templates, checklists or tools used for partnership evaluation?

I used to prepare cost database/time schedule/list of deliverable/ quality requirements/etc. Afterwards, I had reviewed the outcome of the project during execution phase based on predefined/baseline plan.
For tools, we used MS Project/Primavera 6/ and web based database system. It depends on the developed project management tools in each company(PMO).

Thank you Alireza, we also use the tools to check the deviation and the changes to the baseline...Now the criteria is too general to work due to the complexity... but you are right, using thtese tools are the essentials.

Gentlemen-
As a PM/Director of Construction Projects in the US and Middle East, I must inform you that the Data you require is not readily available. We seek the best possible Vendor and Supplier Partners we can for our Projects, but are sometimes limited by our Client's "Approved" list of Vendors. Even this screening does not weed out the Bad Actors. Credit and performance Checks within these cultures is problematic.
My familiarity with Chinese Contractors indicates the near impossibility of Financial and Performance checks due to the Cultural factors...I will let you assume what those factors may be.
Good Luck on your quest- if you arrive at a "realistic" scorecard for determining good "Partners" please let me know........

Great to hear your comments, Mark. At least, you mentioned "Client Approval", "Credit check", "Financial check" and "Performance check" are all important factors in general. I will try to collect more info...

Mark is onto something. I had the same issues in the Philippines. Have you defined your criteria for partnership evaluation? The level of complexity of that criteria and reporting requirements will usually determine what platform, technology or format you will use.
