Recommendations for learning program & portfolio management

One of my colleagues is interested in getting started in program management and/or portfolio management.

What books or web resources would you recommend for someone brand new to these two disciplines?

A career in program management would normally start with significant experience in project management - does your colleague already have that?

From a book perspective, the two PMI standards for program & portfolio management are one option, and I would recommend Dr. Cooper & Edgett's book on Portfolio Management.
