I noticed there was mention of some finalists coming noticeably under budget. This makes all parties happy, and it is a good thing, but it isn't effective project management. It usually means either scope was cut, quality was cut, or some process was improved which means it wasn't identified earlier on so that the budget estimate would have been lower. I don't want to be a stick in the mud, but PMI should probably not mention "under budget" for finalists of project management awards.I even remember a high profile PM trainer in one course that I did saying that largely under budget means project failure even if product success.

I'm with Sante. Our job is to be on time and on budget, not under. We are missing opportunities when time and budget are not correctly estimated.
