Can Agile team connecting directly to a Value Stream, without an ART?Thanks in advance.

Sure - on a small value stream, a single team represents the ART. They could still define their PI timebox, do PI planning and otherwise follow SAFe practices if those add value but in such a case do you really need a scaled agile approach?
