Is "Large Solution" a confusing new layer in SAFe?

Sitting between the Program and Portfolio layers in the new SAFe model is Large Solution. Does anyone find the lines blurring with this new layer?

SAFe is about software. The solution is never software only. That is the first thing to take into account. SAFe is an intention to make a patch when Agile practices have not been used as they was born: at strategical level. Large solution in SAFe means no portfolio intervention needed which is difficult to find in the real world. It was created because the need to implement SAFe in those companies where Agile was used focused on software creation only without taking into account portfolio.

My interpretation of the Large Solution layer is that it equates to what we in the PM world would normally manage as a true program. What they've called a Program layer with a single ART is what we'd normally manage as a project albeit in a product-centric approach.
