Baselines are obvious inputs to identifying risks. After all you are assessing the threats that are likely to come in between your planned deliverables

Because the scope baseline includes the scope statement, WBS and WBS dictionary. The scope and deliverables (detailed in the WBS) are very handy in identifying risks.

If you don't know what the team is committed to deliver how can you identify the risks (threats OR opportunities) present?

You want to use the baseline so that you identify risks from an approved scope. If your scope has not yet been baselined, you could be spending time on risks that will not be relevant to your project.

You need to know what the deliverables are and some idea of the tasks to complete them and inputs needed to identify the internal and external threats and opportunities (risk can be positive too!) that may impact all of them. I especially like to explore the positive risks (opportunities) because those are harder to identify for most people but where your management opportunities arise from for addressing staffing, scheduling, and procurement challenges.

The three elements of scope baseline (project scope statement wbs & wbs dictionary) provide you info about potential risks. WBS & WBS dictionary give you clues about risks which derive from the way you structure the wbs.The assumptions also give you potential risks, because you have made assumptions they considered as true statements and all the time you have to reassess them.

To identify risk you need complete project picture, the baseline is a key input to understanding the project.

Scope base line is one of input for identify risks,include WBS and dictionary and tell you what is including or not. Helps in identifying risks
