One fundamental point to clarify here is - do not mix PM with PMI certifications. PMI has about 8 certifications out of about 50 certifications in project management.
However, the key points is that the 80% number you are quoting might be true for PMI certifications in India --- but I am sure in India you have PMs in all industries but some of them might not know about PMI or other professional associations (like IPMA, which is strong in India to my knowledge) --- also some of them might not care for certifications.
