During the early stages of a project, there is likely more effort spent identifying, analyzing, communicating and responding to risks as the level of uncertainty is greater. Once we are delivering the scope of our project against approved baselines, we still will go through identification, analysis and response on a periodic or trigger-driven basis, but the majority of the focus is on monitoring & control of the known-unknowns.

2. Managing risks in any stage or process or project or outside of a project would be quite similar. The difference is the type of risks

During the initiation phase, risks are managed as part of making the business case. During the planning phase, risks are managed to help plan appropriately the schedulie quality and budget.

As you can see, you are doing all the risk management activities during inition and planning. The difference is why you are doing it.
