Both are not the same. When the organization define the strategy it defines if portfolio/program/project management process must be part of the functions/process that comprises the strategy. The focus is different between the two. PMO cares about whole projects while BPMO cares about business processes.
BPMO is a business analysis function that could be leveraged by a PMO for its projects.

I'd be more inclined to establish a Change Management Office that was responsible for organizational change, project management, portfolio management, and enterprise risk management. Business Process Management, Innovation, and Benefits Realization would be supported by the CMO, but the responsibility for the relevant outcomes would ultimately fall on the organizations responsible for the change(s) being made. PMO and BPMO are obviously not the same. They have different role, mission and job descriptions. However, based on the nature of the organization, you may be able to combine both. Ideally, I believe they should be two independent entities. Saving Changes...
As others have indicated, they normally would exist as separate entities but I would see somewhat of a symbiotic relationship between them in that:
1. BPMO staff might develop target operating models which are an input into a change project led or supported by a PMO.
2. Process documentation and updates would be provided by the PMO or project teams to the BPMO for updating an organizational process repository.
3. The PMO's operating processes themselves might be captured in the same repository and they might leverage skills from the BPMO to help evolve those processes.
