A PMO has many flavors. Risk management governance is just one part, as is any PM process/system governance. If risk governance is all you require, then a PMO is not necessary. But then if your organization is large enough to have a risk governance body for its projects, it's probably large enough to have a PMO.

All related to risk has to be defined at strategical level. Project Risk Management is a subset of that. You do not need to anyone else than the project manager and the project team to put it into action for each initiative.

Mansoor -

It will really depend on the organization's risk management maturity. It is common in large, well-established organizations to have an enterprise risk management team which will work hand-in-hand with a PMO to align risk practices and reporting.

However, as Sergio has correctly stated, the rubber hits the road at the team level. Unless the project is sufficiently critical to warrant a dedicated project risk function, the effectiveness of the risk management function will be primarily driven by the PM and the team.

I see many organisation adding to the C-suite a CRO, Chief Risk Officer.
I all depend on the business/organisation. It is a strategic choice, that show the importance too the organization.

If the organization has an Enterprise Risk Management function, I could see that funtion having governance over project risk management.
