Leave & holidays - Project Cost or Organisation Cost

Software project use human resource majorly and resource cost is computed using seat cost per hour for installed capacity i.e. a resource allocated for a week to a project is accounted in that project even if he may have actually worked 2-3 days.

But what if resource goes on leaves during project duration or office is closed because of holidays.

what is the industry practice to manage this?

should we exclude leaves, holidays duration resource cost out of project as leaves and holidays are pre-allocated to employee?

any thoughts/ comments

Regarding industry (project management) best practice for holidays and leaves that are pre-allocated to employees? Yes, many organizations exclude holidays and entitled leaves and most project management packages, like Microsoft Project and others, provide the ability to set up and manage calendar and resource availability automatically. Of course, different kinds of organizations such as an internal department of a company vs. a vendor PSO typically have different kinds of policies surrounding the definition of a work week. Also withing Microsoft Project, you are also able to set up a calendar for the whole project (base) AND you can set up changes to that calendar for each different resource. That is how I handle this issue.
