Managing Projects by Phases

Since we are all aware that most IT projects have overruns - mainly in scope, but also in time and costs; would there be a better way to manage projects? What I am suggesting here is a process that allows us to manage projects by micro-management - through managing the phases better.

In most cases project management analysis would be undertaken at the end of the project, and the only time phase analysis is done is in the planning stage, and at phase exits. But there is no real indepth analysis that takes place, nor is time really provided for that.

Consider undertaking analysis of the phases, during the project... It could mean additional time, but it does not have to be project time. But over time, and repeated analysis would display trends that can be used to control phases, or plan better for them. Metrics can be used to effectively undertake analysis.

Suggestions and criticisms on this, please.

Sounds a lot like Agile Project Management to me. There are numerous article on this here on Gantthead.
