We are now in process of evaluting different vendors to buy some really expensive piece of s/w. I wanted to find out if there is any industry standard template to refer to which will help us to define our requirement & evaluate the vendors against it.

From your querry i beieve its a Vendor Evaluation process happening. To make a template for that need a deep knowledge of the requirement and an ideal product that can solve that req.First keep the requirement before u and vendor on the other side.Bug the vendor with questions like "What have u done to...? and How well ur product can...? kind of questions. Next u keep each product and req on the otherside and frame questions.
Outcome. all questions should be made in such a way that, answers to the questions can bring up a evaluation report.Which should be clear and readable.
