Project vs. Change

Does anyone have a matrix or a guideline on how to determine if a business request should be considered a change vs. a project? I'm also trying to help this client set up an IT Steering Committee Charter and am looking for some suggestions or samples of the attributes of such a group. It's not a PMO, but they will be approving and denying projects for initiation. Any help or suggestions would be greatly appreciated. Thanks, JZ

Hi John, the environment of your client sounds very similar ours. We use a product called Processes On Demand that provides a complete set of processes and policies. The vendor calls it best practice software as it is designed to work with whatever applications you have such as Project Server and SharePoint. But we saw it as a ready to use framework for our organization with processes for PM, SLDC, and change management; policies for new project selection (project type, scorecarding, etc.) and porfolio management; and Steering Committee executive dashboard views for project status, schedule, cost, and risk. If you are setting up an IT Steering Committee, I would recommend you have a look at it. ~ Anne
