How to implement ERP with offshore development model

Hi,
I am thinking of doing a hybrid model of implementing oracle financial, distribution and manufacturing modules. The problem is, to assemble a full team of consultants will cost a lot, so I am tasked to consider a hybrid model, where some consultants are local and some consultants are offshore (india/philippines/etc).

Has anyone out there done this before? I am particularly interested in how information can be passed to offshore for development, and how they pass it back, will it work, what are the typical problems etc..

If there are some templates/project management plan, SOW and deliverables, that will be great for my job, thanks in advance.

Regarding "doing a hybrid model of implementing oracle..." A number of companies have outsourced ERP and there are a quite a few organizations out there that do this quite well. And, typically the implementation model is a blend of local and offshore resources. Two leading firms that consistently receive very positive feed back are Wipro and Satyam. You might have a look at the ERP/Oracle pages of their website and contact them to get a few details on how their engagement model works as well as examples of project templates for your review.
