Project LifeCycle Methodology Tool

I am trying to find a tool that will:

1. Allow us to set up our software implementation methodology (stages, activities etc) and add our processes.
2. Allow us to create a repository of tools/templates.
3. Allow us to store project documentation.
4. Allow us to search all projects for a particular type of document (e.g. test plan)

Has anyone experience of such a tool? Any recommendations?

We looked at a number of tools and selected Processes On Demand by BOT International. It is customizable and has what you are looking for as well as provides dashboarding and practical PMO kinds of policies and procedures in support of a project organization. ~ Anne
