ivory tower syndrome?

Greetings. I am looking to research what I am calling the "ivory tower syndrome". I see it refered to in papars and I understand it deals with HQ doing things that seem rather out of place in the work room. However, I am not finding much written about this topic. Can you help? Thanks.

Here are two great resources which talk about it. I can't comment on if anyone has actually done a study on this, however, it is a observable phenomenon in wester cultures.
