Procurement documentation contains a lot of information that you'll need in order to administer and control procurment. Thoses documents are for example: the statement of work, correspondences, plans, payment information and so on.

Procurement documents represent the plan or expected inputs of the weighing scale for monitoring & controlling processes. Those would then be compared against one or more actual inputs to enable you to analyze whether procurement is going according to plan or not.
