No argument from me - I've always been an advocate of short & sweet charters, but even that is perceived in some organizations as "too much paperwork".

Whenever I teach a PMP prep class and ask the students how many of their companies align with the principle that a project shouldn't exist without an approved charter, it's usually the minority who raise their hands...

According to the PMBOK Guide, there is a project charter and a team charter.

Hi Kiron

I am with you about the challenge. We even have people in our workshops that do not know what a WBS or RACI are and these are basics.

The approach I follow, is this - help people learn the basics then move up. However, when dealing with organizations, we have an obligation to help them understand GOOD PM and it is their choice whether to follow or not.

Now in regard to the charter? You will be surprised (and the clients as well) about how many organizations actually have more than one charter - they just do not call it charter, they call it stage/phase authorization

This is from the PMBOK Guide, Part 2, Page 561

"The Initiating Process Group consists of those processes performed to define a new project or a new phase of an existing project by obtaining authorization to start the project or phase"
