I don't believe you can motivate anyone but yourself. What you can do, is encourage and support people so they will motivate themselves.

As you indicated in a previous message, the subject of motivation is a huge issue and you can find many tools and / or theories on motivational mechanisms.
Motivation is an intrinsic subject of each person and although there are many theories of motivation I suggest that first we have to properly map each individual to know what are the appropriate stimuli that we can do for them to motivate themselves.

Set the Team culture correctly.
Build Trust among Team members.
Understand Career/Personal interests of each team member and help them to achieve.
Have the Right mind set of people.
Make sure all the decisions are transparent.
Set the Benchmark for Rewards and appreciations and encourage team to achieve that.
Make sure equal opportunities given to all the team members.
Give freedom to the team to voice out opinion.
Do not allow any one to bulldoze any other's opinion.
Set Ground rules correctly
Do not be biased and follow plurality/majority approach when there is a conflict in decision making.
