It's primarily an issue tracking piece of software that's aimed at software development projects. It's made by the same company that does Confluence, which is a nice collaboration /file sharing tool that is useable on a wide range of projects. Saving Changes...
I'm not an expert on JIRA, but I have used it to enter/view user stories, epics, product backlog, tasks, burndown charts etc. It was and still is an issue tracking management system that's been beefed up to include elements of Scrum, Kanban etc. for better software delivery by Agile teams. It's probably the world's most popular tool of it's kind, and It's Australian which is nice :-) Saving Changes...

In our company we use it for our monthly software releases; you can track issues, create sprints, kanban boards, etc. Jira works great with Confluence (both are Atlassian products)
Jira was originally designed as a software defect tracking tool but has evolved to become a more general purpose work management solution. It can be used to manage both project and operational backlogs. It can be used on projects following almost any type of delivery approach.
One of its strengths is that there are multiple points of integration and a number of add-ons to make it "fit" specific delivery frameworks.
Pretty much anything which can be defined in a record-type format could be captured and updated in Jira and it has a number of built-in capabilities for planning and reporting work. There are add-ons to support portfolio-level work management as well.
BTW, Jira comes from Gojira which is the correct name for Godzilla...
