How to charge internal customers for PM time

I need to come up with a formula so that the internal business customers have an idea of what the PM element of their projects are likely to cost at the start of the project. We could keep it simple by estimating the number of PM days X $ per day. Alternatively we could create somesort of matrix to reflect the type of project, level of PM and maybe number of users affected. I'm sure this is common to many organizations and therefore would appreciate an idea of how it is done elsewhere.
