Capture the Idea as a Learning for that Phase in the Phase-end Review, if you know that the next phase is going to start soon.
Otherwise you can capture it as a learning for the Project in the Project Closure Report and tell about it to the stakeholders in the Project Closure Workshop.
The PMO should Ideally have a learnings register for future projects to access so your idea can be explored.
The reality in most organisations is that every project works in silos and seldom you see the transfer of learnings from one project to the other.
If we create a Utopia, Us Project Managers would be out of jobs, wouldn't we?

In a recent project, since we utilized SharePoint with a project site, I created a 'parking lot' list to capture these types of items. Provided an easy way to capture the important details. I added some conditional formatting to highlight with priority level through item weight.

"Parking lot" on a SharePoint site is a good idea. I think for teams new to creative thinking, an affinity diagram is a good way to go. I'm sure that it will help find more ideas and brings people into the process.

Leverage agile concepts and keep a backlog of enhancements for a given product, service, or result regardless of whether your organization is following a product or project-centric delivery approach.
By doing so, whoever is the decision maker for the next release will include that enhancement in the prioritization & selection process.
