I noticed in the last week or so that some of the discussions under Project Management Central get moved up at the top of the list.

The list indicates a recent post but when you go to the discussion, there doesn't seem to be any new post.

I've confirmed that clicking the vote (upper arrow) button on a post doesn't count as "last posted".

What gives?

Interesting. I have not noticed - and I just did some 'investigating' :). I'll keep an eye out to see if I see the same.

The weird thing is that they tend to be older - at least three months old - discussions. You go to look and there's no new post!

I've noticed that for old posts, if you post a new comment, it move to the top of the list as if it was posted recently but if you look at the previous comments in the post, it shows they are from sometime back.

I guess older posts with new comments gets precedence over newer posts with no comments

As Rami pointed out, older post can move up on the list if someone post a new comment. I have tested this before.

All I notice is that the categorization system is not optimal for finding relevant topics, and especially the newest topics.

Agree with Anish if someone comment on old post, it comes as new post

Yes, if someone posts a comment, it will move up. I'm saying that some of them move up but there is no new comment to explain it.

Check out the discussion entitled PMP PREP MATERIALS. It's listed with a December 19 post but there is nothing in the thread since September.
