I think nobody understood your question! , on my opinion, you should transfer this buffer to end of project.
When you do not use this buffer how you can reduce it! this buffer will be useful for risk unknown-unknown and in management reserve.
In CCM , you have feeder buffer, resource buffer and project buffer, you can shift all buffers not used such as feeder buffers and resource buffers to project buffer. Saving Changes...
