On an agile project how is risk buffer managed? For example, if no risk buffer is used during the first sprints does the risk buffer have to be reduced, and if so how? Or should the buffer be kept until the end of the project?

In projects using agile practises or a framework like scrum, the "risk buffer" (if any) is very "small" as you do constantly inspect and adapt and try to achieve as much transparency as possible. You act like a dolphin, being on the surface in short, regular intervalls to understand what is going on (together with your team). So risk and quality management is constantly integrated.

I think nobody understood your question! , on my opinion, you should transfer this buffer to end of project.

When you do not use this buffer how you can reduce it! this buffer will be useful for risk unknown-unknown and in management reserve.

In CCM , you have feeder buffer, resource buffer and project buffer, you can shift all buffers not used such as feeder buffers and resource buffers to project buffer.
