Roadmap from Backlog or Backlog from Roadmap

Should a product have its defined extensive Feature List along with targeted release (probably specific Month) in Backlog first and then we should create Roadmap from the delivered ones?
Or
We should have a defined Roadmap with what Features do we want when and then plan its Feature releases as per that plan?

What parameters should be kept in mind while creating Product Roadmap?

The backlog and roadmap will evolve in parallel and iteratively - I don't view one as being a mandatory prerequisite for the other.

I've never seen a release identified as a work item in the backlog - usually you will have product, release & sprint backlogs.

Product roadmaps will tend to be at a higher-level, and will be progressively elaborated as we start to work on the next release.

You might want to read Jeff Patton's book, User Story Mapping, to get some good guidance on how to leverage story maps to overcome the product planning deficiencies of simple backlogs.

Like Kiron, I believe you want both the backlog and the roadmap. The roadmap should be pretty high-level and used for broader sets of functionality, like frameworks.

The product backlog should NOT contain the targeted release. This is because your backlog should be very dynamic, with priorities changing constantly. The focus should always be on the next, and only the next, sprint/release. Whatever happens beyond that is too fluid to nail down.

Both ways are valid. That is because the first thing to do before starting the process to create the product is to work in detail with strategic people to determine it including the product owner obviously.

I take this question is being asked as for the very first time which artifact will be created first. well, as per my knowledge,

in Prodcut Development during the very first Strategy Planning Meeting, on the basis of Product Vision the Product Roadmap is created with stakeholders (mostly feature based product Roadmap - with epics/ initiatives against each quarter for almost next 12 months) which is then feed into Product Backlog where these epics are mentioned and broken down into more details.

later in the product development life cycle, Roadmaps are updated based on product age(younger/mature) and market stability (changing/stable) - from monthly, quarterly to up to 6 months.
whereas product backlogs are updated in every sprint and release.

Product Roadmap and Product Backlog go hand in hand. There should be aligned with each other
