is this for internal project? I can see that for internal project a light version of planning could be use.
Would it make sense when in an external project where it engage your company to have a "light" process with limited planning?
There are not internal or external projects. There are projects as means to put strategy into action. That is what we use in my actual work place and what i used from years.

To me internal project is any project finance and execute internally by an organisation, External project are finance by an organisation and executed by an other.
Developing a system or any other project for another organisation is an external project in that way.
Rolling wave planning is applicable to a degree, but not in all industry and all projects.
If I was to build a large infrastructure project would it make sense to use Rolling wave planning or would I be better to define package? Same question for a large project of any kind?
Would a large IT project like IBM/Canadian paid management system Phoenix have better succeeded with rolling wave planning or a full planning with packages definitions?
I suspect, Vincent, that planning for Phoenix was done a long time ago and never repeated.

Vincent, for me, there is really no definite answer to this. It depends on so many factors like the project size, type, client, requirements, available time and so on.

I suspect that scope was not fully cover by not detailing all the packages required. Seem there might be other reasons, beyond this discussion.

Not really sure how you concluded that I meant so, but I assure you that it is not the case. Your industry I assume is the same as mine, it is Construction.
Of course you can't do a project without a clearly split scope but your question, as far as I did understand, is asking how do we start by planning a project. Well, depending on the project and so many other requirements, we sometimes START with high level planning / schedule and go to the details as we progress. Other times, we do START with a more detailed approach but in both cases, you should end up with proper planning, WBS, Estimates & so on. Hope this clarifies !

Not really sure how you concluded that I meant so, but I assure you that it is not the case. Your industry I assume is the same as mine, it is Construction.
Of course you can't do a project without a clearly split scope but your question, as far as I did understand, is asking how do we start by planning a project. Well, depending on the project and so many other requirements, we sometimes START with high level planning / schedule and go to the details as we progress. Other times, we do START with a more detailed approach but in both cases, you should end up with proper planning, WBS, Estimates & so on. Hope this clarifies !

I will have to disagree, internal and external projects are different by nature. Doesn't mean they don't have to be well manage in both case.
An external project you provide the client a price, a timeline, quality etc. and if put in a contract. You can't change it because you didn't include something in a package and if it is major you may lose benefit or profit in that case.
In an internal project same situation might increase cost, cancel the projet or get the PM fire.
