What is the difference between a risk and an issue?

I am working with some folks who are PMs but not in the IT field. I'm a PM in the IS department and couldn't actually come up with a good clear distinction between an issue and a risk for the folks that I'm working with. Can someone help me define these two? Thanks. Saving Changes...

Risk: Something that may happen with a negative impact. Something you can plan for in the event it does occur. An organization can choose, based on costs for instance, to accept the risk and do nothing about it or to work to mitigate the risk to reduce the possibility of it happening.

The risk is pointing to outcome for which we know the problem also we know the solution and outcome but the probability is not knwn.
This is why we qunatify it as per PI matrix
The Risk once happen become an Issue , So once Polio vaccine not adopted by masses can lead to risk of 1% , once we found such case it is an Issue

I see issues as things that are affecting us (our projects) at this moment. in this since, a risk can be an issue if treating (analysing or qualifying or quantifying or planning a response) it is affecting us somehow.
On the other hand, If a risk is already analysed and planned it is a possible issue should it come to happen even more if the planned response doesn't protect the project objectives as it should. Saving Changes...
