bringing on a "co-manager" to an existing project

I have been the PM for a large multi-site software implementation. The project is behind. The main reasons are resource turnover, resource availability and the loss of the project sponsor. Current exec. mgmt has stepped in to help and appointed a "co-PM". This individual has never run a project.

The plan we were working from has been tossed no new plan put in place - yet a go-live has been published. (I was told a plan is nothing more than a piece of paper) How do I voice my concerns to my manager yet appear supportive of mgmt's "help".

You're in a very difficult situation, without more details, we can't really help. I'm attaching a handout I use for rescue and recovery projects like yours. Follow the process as a starting point. You'll need to first evaluate and identify the gaps, then generate a "get well plan" to close those gaps you've identified.
