The company is looking to establish an IT governing authority to oversee IT project spending/prioritization etc. I am wondering if anyone has lesson learned that can be shared or specific roles and responsiblities of this group that could be shared. It seems to me that this group should determine priority and not the IT group.

An IT Governance Group can be critical to managing IT's Project Portfolio. You might find the articles I ave recently published on gantthead useful "Balancing Act" might be a good place to start. The approach helped me to gain control over a 20,000 plus hour backlog when I was a CIO.
