My organization (an academic digital library) thrives on noncomformity, and so we have project information stored in wikis, open source bug tracking tools, shared drives, a project tracking tool, and so on. I have seen that using SharePoint site on the internet has been quite successful in the projects that i have been involved in . We also used Alfresco in the past project. The individual members have login and they only pay a subscription fee. It enables you to check in/check out documents and collaborate and you don't have to maintain the database in house. Having said that we also have a network folder on a Windows Server that is backed up to store some critical signed off documents.
For documents in draft and constantly changing , I think the Sharepoint site is a good idea.
WIKI and knowledge bases are good for teams that perform Business as Usual and Support activities.
As A Project Manager you must be able to encourage the team to store information in that central repository that you choose, be it , the Network Folder or the Sharepoint site.
You can even include the cost of storing documents on Alfresco or Sharepoint in your project budget. You must always maintain signed off documents for future reference in a File Server that is backed up to tape. Saving Changes...
