Transition Reporting

Dear PM Colleagues,

I am newly working on a reorganization project in which I need to report personnel transitions from one role to another in percentage, starting in September 2017 to February 2018. Is the best way to do this to assign tasks to the steps involved in the transition and assign percentages to each? The issue is that there is no specific tasks involved in the transition. Has anyone done this before in a very general manner but still made the reporting valuable and useful?

It might be better to break it out either geographically or by role if there are no sub-tasks within the transitions. That way, you could quantitatively evaluate percent complete by individual transitions by geography or role.

I would break it down by role and then specify how the transition will take place each month until completion.
