Project Management in an Emergency

Hello,
What is the best way to manage a project in an emergency such as responding to a flooded building where the project manager has no time to create a project charter, project management plan, etc.

You are describing an emergency situation such as a "flooded building" so I assume you can also include fire, earthquake, bomb threat etc. In that case, there zero little project management to do, and must be handed over to emergency services, as life and property are more valuable than any project...depending what country you live in of course!
