Software for PM budgeting and forecasting

Hi -
Can anyone recommend a simple, good, software app for pm's for both the initial budget forecast and tracking by month YTD spend for projects? Once the pm's make their initial forecasts in Jan, they are all over the place by July/Aug - on track, over, under, etc. Any suggestions would be greatly appreciated.
