I have a feeling most of them are too busy to "hang out" online. Most PM-centric forums are fairly quiet. Doing a search of resumes on job sites may be your best bet. Saving Changes...

You can find some candidates on linkedin.com - They have an advance search capability where you can type in location and specific words (agile, xp, etc). Also, on the big job boards, (dice, monster, careerbuilder, etc) you can do a search in the same way. This however, only permits you to view resumes where the owner has posted their's publicly.
