Not at all. I can justify why because I have researched it along all my professional life. But instead of me just take a look to the PMP Certfication Content Outline document. You will find there (I do not remember the page but I think is page 3) the distribution of percentage by domain. That will help you about the amount of effort for each domain.
It is one of the requirements. That means that all other process groups may be needed as well. However, this is the project work and requires lots of efforts. Saving Changes...
Don't confuse the process groups with phases. You could be performing some of the processes from the Executing group in any phase of a project's life.
As far as the challenge goes, I would agree that when the team is actually delivering the scope of a project and transitioning those deliverables, the rubber hits the road. Till then, it's theory!
I would believe planning stage is crucial one. If we don't plan, we plan to fail. Execution is half lesser the effort with conceived and high quality planning. Agreed with Kiron that thing is merely theory until tested on ground.
