Hi David, Let me see if I can clarify what I mean by Operational Measurability. Actually its the easiest of all metrics because they are not vague and and are stated in simple terms. Operations produce outputs like sales or units. Most objectives are stated in terms that are not easily translated into outputs. For example instead of stating "we want to increase sales by 30%" which sales people probably won't relate to, why not state the objective this way, "we want to increase sales by 200 orders a day at an average of $5,000 per order". Now you have given the sales organization something to chew on. They can readily look at the sales process, resources, etc. and identify what the challenges are in achieving that goal. They can then develop process improvement plans and present ideas to management that are aligned with achieving the objective.

When creating Operationally Measurable objectives it is important that they be stated in terms of the outputs produced (units) and that they provide the information needed for the affected organizations to provide feedback and plans on how to turn those objectives into reality. The first step is understanding why it can't be accomplished right now, translating that deficiency into a GAP analysis and then formulating ways to close the gap.

Hope this helps
